Vessels Requiring Titling
Any watercraft or outboard motor, or both, held or principally used within South Carolina must be issued a certificate of title by the department.
Exempt Vessels
The following watercraft are explicitly exempt from titling requirements: • Watercraft officially documented by the United States Coast Guard (USCG). • Watercraft propelled exclusively by human power. • Water skis, aquaplanes, surfboards, windsurfers, and similar recreational water devices.
Transaction Documentation Requirements
All standard transactions require a completed watercraft/outboard motor application, statutory titling fees, and appropriate backup chain-of-ownership documentation: • New Watercraft/Motors: Must include the original Manufacturer's Statement of Origin (MSO). • Used Watercraft/Motors (Titling States): Previous certificates of title properly signed over to the buyer. • Used Watercraft/Motors (Non-Titling States): A comprehensive Bill of Sale.
