Vessels Requiring Titling
A vessel must be issued a certificate of title in Pennsylvania if it meets any of the following criteria:
1. Powered by an inboard motor (including all personal watercraft), 1997 model year or newer.
2. Powered by an outboard motor, measuring fourteen (14) feet or longer, 1997 model year or newer.
3. Currently titled within Pennsylvania (transfers of existing state titles).
4. Currently titled in another jurisdiction when Pennsylvania becomes the state of primary use.

Statutory Permanence: Once a vessel has been titled, it must remain titled by all future owners. If a vessel was issued a title by another state, Pennsylvania requires the vessel to remain titled, even if it would otherwise be exempt from Pennsylvania titling requirements.
