State does not issue vessel titles.
Vessels Requiring Registration
Any vessel with a motor or a sail used on Colorado public waters or at a vessel staging area must be registered. Includes all motorized canoes, kayaks, paddleboards, and rafts. Price of registration is determined by the vessel's length.

Vessels defined as "Sailboards" according to Colorado statute (CRS 33-13-102(3.7))

One of the following, in addition to a completed Registration Application form and associated fees:
Bill of Sale (must include: seller and buyer's printed names and signatures; vessel hull identification number [HIN]; vessel make, model and year; date of sale)
Previous registration certificate issued by a governmental entity listing the applicant as the registered owner
Manufacturer's Certificate of Origin (MCO)/Manufacturer Statement of Origin (MSO)
