Pennsylvania names new Boating Law Administrator
Laurel Anders
The National Association of State Boating Law Administrators (NASBLA) is pleased to welcome back Laurel Anders, the new Boating Law Administrator (BLA) for the state of Pennsylvania.

Laurel earned a BS degree in Environmental Education at Slippery Rock University and began her career with the Pennsylvania Fish & Boat Commission (PFBC) in 1994 as a seasonal field employee in the Commission’s education program. She was subsequently promoted to Aquatic Resources Program Specialist and then to Strategic Initiatives and Projects Coordinator.

From 2010 to 2015, she was the Director of the Bureau of Boating & Access which then became the Bureau of Boating & Outreach as the result of an agency reorganization. As Bureau Director, she led the development of numerous PFBC outreach efforts and boating regulations including the current cold weather life jacket wear requirement. She was the State Boating Law Administrator and represented Pennsylvania at NASBLA, including being the Chair of the Vessel Identification, Registration and Titling (VIRT) Committee and Secretary/Treasurer for the Northern Association of Boating Administrators (now the Northern Caucus). Laurel was also the staff coordinator for the PFBC’s Boating Advisory Board.

In 2016, Laurel trekked west to work with the Intermountain West Joint Venture, a partnership-based habitat conservation organization that covers 11 western states. Her role as Communications & Organizational Manager involved developing strategic communications that leverage partnerships and bolster habitat conservation for the benefit of wildlife and people, and enhancing the organization’s efficiency and effectiveness. In January 2021, she accepted her new role at PFBC to lead the development of the new Bureau of Boating and resume many of her previous responsibilities and more. Laurel is currently in the process of relocating from the Bitterroot Valley of Montana to Harrisburg, Pennsylvania, and can be reached at landers@pa.gov or 717-678-0571.
